Abstract:

The term «public service» is being used in Russian legislation and standard acts for several years, but there are no clear definitions and concepts, revealing the essence of public services and there are no principles of their classification. This is an obstacle to effective planning of budget allocations for the provision of public services, consumer satisfaction and improvement of quality of public services.
