Realizing the goals for revitalization of housing require the development of social institutions and institutions of innovation development. The most reliable instrument for starting the new mechanisms is establishing relevant rules of the game. Institution of building societies is a form of voluntary associations of citizens which allows solving many topical problems. However, for its effective operation a quality institutional content of this mechanism is required.
