Abstract:

We carry out a short excursion into the history of reforms in the telecommunication industry, during which we focus on the fact that communication services in the region, are represented by a large (several hundred) number of telecom operators. For example, the situation in the Krasnoyarsk Territory, Tomsk Region and Khanty-Mansi Autonomous Okrug - Ugra noted that the administration of the Federation, local governments are not able to affect the network operators, as nearly half of them registered in other regions of Russia and the overwhelming numbers are private. As possible options for the impact on the situation dealt with the legislative initiative and seize the opportunities of public-private partnership.
