The author reveals special features of the state support to the mortgage lending system in Russia and makes a critical analysis of institutional barriers on the way of its development. The author proves the prerequisites for the forming of the Institution of logistics for mortgage and construction projects (MCP) and justifies the requirements for the realization of these projects taking into account the special features of logistics components of the municipal economy.
