The article is devoted to the problems of forming an effective institutional environment when reforming the power industry. Liberalization of the industry involves the emergence of fundamentally new risks and some of them Russian electric power industry has already faced. In this connection it is useful to study the ways of solving such problems in foreign countries and methods of forming institutional environment as a key mechanism for a significant reduction of risks.
