The article justifies the necessity of forming clusters and shows their place among other forms of institutional support for innovation activity. We give the classification of the clusters and reveal their importance in the formation of national innovation systems. The main attention is paid to the role of clusters in China, their qualitative and quantitative characteristics, the identification of positive aspects to stimulate innovation and development opportunities to use the experience of China in Russia.
