The problem of reforming and modernization of the Russian housing and communal complex is relevant to people across the country, regardless of social status and wealth. From 1 March 2005 the Housing Code entered into force, which distinguishes between two categories of tenants: 1) the owners of housing, privatization of their apartments, and 2) living in the municipal flats and rooms under the contract.
