In order to increase management efficiency, it is necessary to assign management authority and responsibilities to the administrative personnel of the different levels, or to the separate centers of responsibility. The author suggests centers of responsibility typical for the non-governmental non-commercial organizations, appropriate controllable parameters and procedures of accounting arrangement in the centers of responsibility.
