The history of the society is attended with the housing problem which is unlikely to ever be solved completely, because of the constant desire of people to improve their housing conditions. Responsibility of solving housing problems and ensuring housing availability has been delegated to the regional authorities. Effectiveness of utilization of targeted investment resources and dynamics of the population’s welfare depend largely on how accurately mechanisms for housing reproduction and realization will be developed.
