In the traditional sense budget sector management mechanism based on the estimated funding of budgetary institutions, guaranteeing state order in the provision of public services. It’s needed to optimize the cost of services provided by the budget sector. And for that it is useful when they are providing on behalf of the State and by the budget, to split the customers and contractors functions between the executive authorities of government.
