Abstract:

The article discusses the problems related to the development of the Russian policy intended to propel the innovation. The research methods used are the comparative economic analysis based on the study of the best practices of developed OECD countries and the method of case studies involving the distinguishing of positive and "deviant" examples in the practice intended to propel the innovation in Russia. The comparative analytical investigation allows to provide the specific recommendations for the development of horizontal policy intended to propel the innovation in the service sector (using the case of the tourism sector).
