Abstract:

Based on the principles of institutional planning and of the characteristics of the concept “institution” the author elaborates the institutional fundamentals for creation and functioning of an education cluster. The author makes a conclusion that an education cluster is an institution which ensures the efficiency of education services providing high quality human capital, greatly demanded on labor market.
