Abstract:

The decision of the strategic task of building the innovation economy requires, as the reality shows, not the individual changes, partly improving the innovative features of the economic mechanism, but the radical restructuring of balance. One of the main problems there is to ensure the optimal development of higher education and science, creating a favorable environment for the production of innovations in all spheres of society.
