The purpose of the study was to demonstrate the implementation of the social protection function and health protection of the population if the region from the perspective of the functioning of sanatorium-and-health-resort organizations. The hypothesis of the study was based on the assumption that there is a relationship between the economic characteristics of the region and the implementation of the social protection function and preservation of the health of the local population. Methodology includes a systematic comparative analysis. The results of the study allowed us to state that the Spa sector of the Baikal region is currently experiencing a difficult period of its functioning. The number of sanatorium-and-health-resort organizations and the number of people placed in them is decreasing. The negative trend of reducing the number of citizens who have used health and rehabilitation services in the Baikal region in recent years has been quite stable. The study found that Spa services are not available for about a third of the population of the regions under consideration. The author reveals a direct link between the standard of living of the population of the region and the implementation of the social protection function and preservation of public health. Based on the results of the study, the directions of development of the sanatorium-and-health-resort sphere in the the Baikal region were developed. The results of the study can be useful in the development of state programs aimed at the development of the Spa sector in the regions of Russia.
