Abstract:

The relevance of the work lies in the fact that there has been a decrease in the number of foreign citizens who temporarily arrive in the Russian Federation and carry out labour activities on the basis of labour permits and patents obtained in accordance with the established procedure in the Sverdlovsk region over the past years. This dynamics is comparable to all-Russian trends, including a decrease in migration growth, and it is also due to the implementation of measures aimed at ensuring priority employment of Russian citizens and protecting the national labour market. The purpose of the article is to analyze the problems of the labour market of foreign workers in the Sverdlovsk region. The authors studied the legal basis for employment of foreign citizens in the Russian Federation, as well as the main provisions of the Interdepartmental Commission on recruitment and use foreign workers in the Sverdlovsk region. The article analyzes statistical indicators that characterize the structure of employment of foreign citizens on the territory of the Sverdlovsk region by type of economic activity, and also considers the foreign workers recruitment to the Sverdlovsk region by country of origin and professional qualification composition. To get the result, the article provides a comparative analysis and studies electronic resources published by analysts of state bodies dealing with labour market issues. According to the results of the study, it was found that there are certain problems that arise when employing foreign workers. The results of the study presented in the article can be useful for specialists in employment and social protection of the population, as well as employees of state and municipal administrations associated with the implementation of migration policy and the development of a state program to stimulate internal and external migrants in the Sverdlovsk region.
