The development of small and medium enterprises (SMEs) in various sectors of the production and non-production sectors of the economy can become a new impetus in ensuring the country's food security. Of course, the development of small and medium-sized enterprises can provide the domestic market, in particular the food market, with a wide product range, create additional jobs, thereby stimulating consumer demand. To solve the problems of import substitution, it is necessary to promote and support the development of small business and create a favourable business environment. The authors of the article has conducted a study on the dynamics, development and main directions of state support for small and medium-sized businesses in the country and in the Penza region. The study of the dynamics and current state, the existing potential of SMEs, which will provide the Russian market with quality food and will help to solve the problems of import substitution in the food market of the country, has been conducted.
