Abstract:

The research is aimed at developing and testing a dynamic approach to the survey and assessment of innovation security of regions with an emphasis on the Western cross-border regions of Russia. The object of the study was the Rostov and Kaliningrad regions. A review of approaches to the study of innovative security in the region and its theoretical conceptualization from the perspective of the theory of chaos and self-organization of complex systems. A special contribution of the authors to the study of the problem of assessment and monitoring of innovation security in the region is the justification of the need to use a dynamic approach based on the comparison of dynamic indicators for successive stages of the cycle of innovation and technological reproduction, taking into account lag inertia. The theoretical positions are verified using empirical material that characterizes the dynamics of innovative development of the Western cross-border regions of Russia as a problem area experiencing contradictory trends in the complicated conditions of interaction in the "Russia - West" system. The analysis of dynamic series for the following groups of indicators: primary conditions for conducting scientific and innovative activities, regional patenting market, generation of advanced production technologies and introduction of innovations in the production process. The results of the study revealed the specifics of innovative security in the Rostov and Kaliningrad regions, the factors of its provision in the conditions of increased external risks. Self-organizing mechanisms of resistance of regional reproduction in relation to risk factors are defined. The proposed theoretical and methodological approaches can be applied in the practice of assessing and monitoring the innovation security of other subjects of Russia, as well as in the process of further study of its factors in the current conditions of geo-economic instability.
