One of the priorities of public administration at the present stage is to ensure the effective development of the business environment. In Russia, entrepreneurial activity in different parts of the country is characterized by a pronounced differentiation. On the one hand, this is due to the length of the territories, and on the other hand, to the heterogeneity of the geopolitical and geo-economic situation of the regions. The purpose of the study is to consider the development of entrepreneurship in cross-border areas and the joint use of transboundary resources. The subject of the research is the relations arising in the mechanism of business development in the cross-border territories and the joint use of transboundary resources.
