Abstract:

At the present stage of development, one of the key tasks of regional authorities is to create favorable (comfortable) living conditions for citizens in any locality. At the same time, the current situation in the Republic of Bashkortostan indicates that there is a differentiation in the level of housing security and improvement of the housing stock, which justifies the relevance of the study. The object of the study is the housing stock of the republic and the quality of its improvement. The purpose of the study is to determine the degree of differentiation of municipalities of the Republic of Bashkortostan by the level of housing security of the population and improvement of housing stock, using descriptive statistics. This method allows to determine and compare the average level with the distribution center, set the form of distribution, measure the deviation of indicators of improvement of housing stock in municipalities from the average in the Republic of Bashkortostan. The analysis made it possible to establish the level of differentiation, to determine the leading and lagging municipalities of the republic in terms of housing security and improvement of the housing stock. As a result, the factors that cause territorial differentiation of improvement indicators were identified, among the key ones: the status of education (urban/rural) and distance from large cities, agglomerations and district centers. The results were used in the development of strategic documents of socio-economic development of municipalities in the Republic of Bashkortostan, as well as the formation of the Decree of the President of the Republic of Bashkortostan of September 23, 2019 № UG-310 "On the strategic directions of socio-economic development of the Republic of Bashkortostan until 2024".
