Abstract:

The article studies the state of the system of management and coordination of state policy for institutional support of technological breakthrough in the Russian economy and develops proposals for the development of this system. Important results are as follows. The proposals for ensuring the technological breakthrough of the Russian economy are developed. They include proposals for the creation of a management system and coordination of state policy for institutional support of the technological breakthrough of the Russian economy; organization of the management system and inter-industry interaction between high-tech and traditional industries, as well as organization of a system of knowledge generation that meets the requirements of the sixth technological order; development of the human resources potential of domestic industry; financial instruments for ensuring a technological breakthrough in the economy; and criteria that development institutions must meet.
