Trade in Africa may be reformed by means of information technologies that will lead to the development of electronic Commerce. These technologies can stimulate domestic and international trade and subsequently contribute to the economic development of African countries. However, many African states have yet to take full advantage of the benefits of e-Commerce, as its penetration rate is ten times lower than that of Western countries. The lack of adequate infrastructure, the lack of basic ICT knowledge and the threat of cybercrime pose significant obstacles to the introduction and growth of e-Commerce in many African countries. This article analyzes the remaining barriers to the digital divide that prevent e-Commerce from entering Africa and proposes regulatory solutions to address them.
