Currently, the Doing Business Index is one of the most important tools that reflects the quality of the investment environment of the countries and shows the potential of attracting foreign capital to the economy. In this context, it is undoubtedly interesting what place the Turkic-speaking countries such as Kyrgyzstan, Kazakhstan, Uzbekistan, Azerbaijan and Turkey occupy in this index. As you know, the Turkic-speaking countries of the former Soviet Union declared independence in the 1990-ies; and they have little experience in the market economy, while Turkey is one of the G20 countries with quite a lot of experience in market relations. The purpose of this article is to study and compare the indicator “enterprise creation” of Turkey and the Turkic-speaking countries of the doing Business Index based on the World Bank Report 2018. In addition, this paper work will assess the effective practices in the establishment of an enterprise in the reviewed countries.
