In the framework of this study, an attempt to describe the relationship between the development programs of the territories and documents included (and not included, but having a direct impact) in the system of state planning in order to form the basis for further research of this tool of state planning is made. The relevance of the proposed topic lies both in the gaps in Knowledge of the state planning system of the Republic of Kazakhstan, and in the objective lack of structured information about the architecture of state planning in Kazakhstan. The fundamental factors that determine the need to improve the system of state planning in Kazakhstan traditionally include the declarativity of the goals stated in the documents, poor decomposition of key targets and indicators, lack of harmonization between planning levels, underestimation of planned indicators, etc.
