The following results of in depth interviews with experts from various fields of knowledge are considered, but with adequate understanding of migration processes, are considered. The main idea of the survey was to find out the possible consequences, which are more socio-cultural and humanitarian in nature than purely economic, as a result of attracting to the Russian Federation for permanent residence of the population, which is now called " native speakers of the Russian language." Should the state migration policy pay special attention to those who are historically and mentally close to Russia and if so, what efforts are needed for this.
