Abstract:

Among all Single Payer's revenues, the republican budget is the main source of the finance for state medical organizations. However, the residual principle of financing the health system is remained. Funding for the treatment of children, pensioners and disabled people is below the real needs. No funds are allocated for prevention. The model of health insurance performs only the function of redistribution of taxes and insurance contributions collected by tax authorities and Social Fund bodies. There are no economic forms and mechanisms of inclusion of the patient in the insurance relationship. The contribution to Compulsory Health Insurance is a kind of state tax. Employers are not interested in making contributions to compulsory health insurance; and income from health insurance for these reasons is insignificant and requires changes in the principles of insurance. There is no accumulative system; and if a person stops working, he automatically drops out of the number of insured.
