Development of innovative economy of any country depends on mechanisms and forms of financing of scientific researches and applied developments. The analysis is based on the TOP 10 countries according to the rating conducted by Bloomberg to identify the most developed innovative economies in the world for 2017. As statistical indicators, internal expenditure on R&D, as well as civil allocations for science from the state budget of the country are used. The article presents the results of a comparative assessment of the financial costs of the leading countries of the world and Russia on R&D. The analysis of the ratio of the share of the contribution of the state and business to the financing of science shows the dominant position in the allocation of funds of the business sector in most foreign countries. In Russia, internal expenditure on R&D are 93.0 thousand dollars per researcher a year. According to this indicator, Russia occupies the 47th position among other countries of the world, for this reason the increase in the value of this indicator is the most important task of the science financing system in the country. In general, according to the rating of financial expenditures on R&D, South Korea, the United States and Germany are among the top three with relatively high rates.
