Despite the generally recognized importance of innovation for the development of each country, there is no objective and disclosed indicator of its evaluation. There are a large number of indicators of innovation, which mainly measure performance and are expressed in absolute numbers. Taken together, these indicators, integrated into various composite indices, reflect the overall level of development of innovation systems in the regions, taking into account different aspects: the development of infrastructure of educational and scientific institutions, the volume of costs for innovation and the effectiveness of their implementation. This article discusses the evaluation of innovation activity. The approach to the bilateral analysis of this indicator depending on the subject of activity is given. It is offered to consider innovative activity in the field of creation of innovations and in the field of their introduction. The analysis of innovative activity in the whole country is presented; and the main significant factors are revealed.
