Abstract:

Russia has launched the process of involving non-state social service providers in the sphere of state social services, but progress in this direction is extremely slow. Rosstat data show that the number of non-governmental organizations included in the register of social service providers is small. The aim of the study was to identify barriers to entry into the register of suppliers and provision of services as a supplier. Based on the analysis of the results of interviews with representatives of commercial and non-profit organizations engaged in social services for the elderly, it can be concluded that for the development of the market of non-state social service providers, it is necessary to develop and adopt at the Federal level a methodology for calculating regional minimum economically justified tariffs for social services. It also requires the following: ensuring equal working conditions for state and non-state providers (funding conditions, the ability to register wards at the organization's address).); consulting-methodical, informational and legal support from the regional ministries; preparation of territorial departments of social protection and social services to work with non-state providers; development and implementation of uniform methodology for assessing the quality of services; facilitating the reporting process; the introduction of instruments of financial support, allowing to comply with the standards and requirements for providers hospital social services; increasing managerial competence of executives and employees of NGOs and commercial organizations; development of resource centers providing outsourcing services, including accounting and legal services.
