The problem of modern economic development is directly related to the technological modernization of the innovative sector of the economy, the creation and development of innovative enterprises. The authors proposed a hypothesis that this problem can not be fully solved on the basis of large enterprises and industrial complexes. Due to the specific features of small innovative enterprises, consisting in their adaptive capacity and flexibility, they make a significant contribution to the innovative development of the national economy. The purpose of this article was to propose an algorithm for the creation of small innovative enterprises, allowing to improve the processes of their formation and development. In order to predict changes in socio-economic development in the short, medium and long term periods after the increase in the number of small innovative enterprises, a roadmap was also developed. With the help of this tool, it is possible to propose a more effective strategy for technological development of the economy based on the use of the small innovative enterprises potential. The scientific novelty of this work lies in the proof of the need for technological modernization of the country's economy through not only large industrial giants, but also small businesses, as well as in the development of an algorithm for the creation of small innovative enterprises.
