The article is devoted to the study of innovative clusters of the Siberian Federal district of Russia, which are financially supported by the Ministry of economic development of Russia and regional authorities. At the same time, the author assesses the impact on the formation, functioning and development of such factors as geographical location, level of organization, degree of infrastructure development, type of activity, number of participating organizations. The analysis has shown that innovation clusters are usually created in knowledge-intensive regions. The main factors contributing to the formation of innovative cluster structures of the considered federal district are scientific and technical cooperation in high-tech industries and sectors of the economy in order to develop innovations. As a result, there are new technologies that predetermine the formation on their basis of new companies that are able to develop and implement the technology. These are, as a rule, small and medium-sized enterprises within the cluster, which indicates the cluster's role as a tool for the development of small and medium-sized businesses.
