Abstract:

The issues of housing construction development in recent years, quite reasonably and in a timely manner, went beyond the discussion of the development of the construction industry and became the subject of research on the development of territories and the creation of a comfortable environment for citizens of the country. The housing stock designed to broadcast a comfortable environment does not correspond in structure to the demographic and migration behavior of a significant part of the population. The logical result is a decrease in space of apartments and high-rise buildings construction, contrary to the provisions of the draft Strategy of development of the construction industry. To achieve this goal, the authors have studied the dynamics of key indicators of housing construction development and population welfare. According to the results of the study, the directions for public housing policy measures aimed at increasing competencies in the construction industry and the residential real estate market, ensuring sustainable growth of comfort and increasing satisfaction with living conditions are identified. The proposed ways of laying the foundation for a model of balanced development of the housing construction market is designed to ensure the development of territories as a condition for the scientific and technological development of the country.
