Currently, the digital economy is a phenomenon of socio-economic development of modern society. Its contradictory nature forces countries to look for mechanisms on the one hand to control positive economic and social effects, and on the other to neutralize threats from total digitalization. The experience of foreign countries (USA, EU, China, Korea, Japan), as well as Russia in the state regulation of the development of the digital economy indicates the presence of two main approaches: market and administrative management. The author concludes that it is necessary to find the optimal model of a «digital state», which would unite the dynamism of digital transformation, humanization and social orientation of the economy, strengthening the network interaction of the population, the state and business
