Current migration flows, consisting of highly qualified specialists, are more dependent on current migration policy in the countries of departure and in the host countries. The current state of emigration of Russian highly qualified specialists is analyzed in the article. And the main factors that form the emigration attitudes of teachers of higher educational institutions of Russia are given. In the situation with the emigration of highly qualified specialists from Russia, an important role is played by the created unsatisfactory living conditions of the population, which become factors in the formation of migration mobility. The most significant factors of emigration of Russian universities teachers are socio-economic and political factors.
