A continuous increase in anthropogenic activity leads to a number of environmental imbalances and negatively affects the carrying capacity of biosphere. The synthesis of theoretical models and issues of socio-economic development is reflected in the concept of sustainable development. Fragmentation of the unified water-energy system of Central Asia diminished the level of energy security. At the present stage, all the member countries of the regional association approved the Paris Climate Agreement of 2015. Despite the recommendatory nature of the documents and indicative planning, the set of socio-environmental provisions has created a platform for making diverse decisions at the national level. This paper provides a detailed analysis of the optimal options for reducing environmental and social risks at the regional level by adapting international experience to the existing fragmented water-energy system in Central Asia.
