The concept of "Triple helix" is the basis of the most domestic programs to support the development of innovative activities of universities, while theoretical and empirical researches in this area allow to extend the concept of innovation not only in research, but also in educational and administrative areas. The paper provides theoretical justification and empirical confirmation of a broader interpretation of innovative activities of universities, which in turn is the motivation to develop an adequate system of evaluation of the latter. The article analyzes the existing systems of indicators for assessing the development of innovative activity of universities, identifies evaluation criteria, advantages and disadvantages, proposes a model that meets the criteria, presents the results of testing the proposed model.
