Addressing the outflow of rural population to cities, developing service infrastructure and ensuring access to social services remains a strategically important state task. The article presents a comparative analysis and effectiveness of the implementation Of the program of integrated rural development, the State program of agricultural development of the Russian Federation for 2013-2010, the Strategy of sustainable rural development of the Russian Federation for the period up to 2030 and a number of other comprehensive programs aimed at addressing issues in the field of improving the quality of life of the rural population, the main task of which is aimed at reducing the existing gap between urban and rural populations primarily in terms of employment, income and poverty reduction. The authors of the article note that the agro-industrial complex will not be able to develop long-term without securing people in rural areas. It is still possible to make several record breakthroughs, but it is unlikely to ensure a stable economic way of life as financial, intellectual and demographic resources, unfortunately, have long been on the side of the village. Without a competent and consistent policy of development of territories and alternative economic structures in addition to vertical integration, nothing will happen.
