Abstract:

The predominance of summary publications covering the relevance of the implementation experience of the implementation of the concept "Smart City", the lack of government support of Smart projects taking into account regional specifics, as well as the imperfection of the methods of assessment of prospects of their implementation in Russia, makes the theme of the scientific work devoted to the realization of unique regional Smart solutions even more urgent. The purpose of the study is to consider the possibility of implementing a "pilot" project "System city" (on the example of Yekaterinburg) in one of the existing development projects in order to replicate the solution "Smart City" in Russia. During the study, the authors identified positive effects of implementing the concept of "System city", an indicator of the effectiveness of implementation of Smart solutions in public-private partnerships is suggested and a model for its calculation is created. It is concluded that the construction of "Smart-houses" in the framework of the "System city" project will allow Yekaterinburg to implement a pilot project and become a leader not only in Russia but also abroad in the field of sales of Smart-product on the basis of systematization of fundamental knowledge about the consumer and comprehensive services with the use of constantly improving information technologies. The obtained results can be useful for public authorities and the scientific community, whose sphere of interest includes solving the problems of Smart-technologies implementation in construction.

● The market of integrated buildings has a huge growth potential and is aimed at the realization of the products of the future.
● Matching a building concept to a user's needs and lifestyle or business model is transformed by changing consumer requirements, such as "your home is changing with you".
● The possibility of building "Smart-houses" by attracting to this project partners who are leaders in certain segments of the integrated Smart-product, will allow Ekaterinburg to become a leader not only in Russia but also abroad due to fundamental knowledge about the client and constantly improving technologies of partner companies.
● Implementation of an ambitious program to create an investment-attractive, cross-industry, service business through innovative development with the maximum use of the advantages associated with belonging to related businesses and subsequent access to the relevant open markets, is conducted.
● Residents will have access to an economical, high-tech set of services and "home delivery" services that meet the most modern requirements for quality, reliability, safety and performance.
● Implementation of the pilot project "Smart-houses" in Russia makes it possible to cross-sell by attracting partners and companies that are already leaders in certain segments of the complex product "Smart-houses".
