Balykin Maksim Denisovich – (The Financial University under the Government of the Russian Federation)
The aim of this work is to review the concept of seasteading authored by Patri Friedman, as well to conduct the analysis of the possibility of its practical application. These ideas are considered within the framework of decentralization trends observed in the conditions of modern economic and political processes. It was revealed that the supporters of the ideas of Friedman see as the main reason for the inefficient functioning of governments as regional monopolies that do not strive to satisfy the interests of its citizens due to the lack of competition in the area of governance institutions. In particular, it was found that the main advantage of the concept of "floating communities", developed by the institute, is the factor of mobility of the population and the simplified possibility of transition from a poorly managed entity to a subject that meets the needs of voters. The work also demonstrated aspects of the practical implementation of seasteading on the example of the cruise ship industry, technological developments of the Netherlands and the Institute of seasteading.
