The adoption of the Strategy of spatial development of the Russian Federation opens up opportunities for a long-term vision of the territorial "slice" of various aspects of economic and social development of the country and its regions. One of them concerns the question of the ratio of different types of settlements, the possibility and the need to implement certain measures of state regulation in this direction. Due to the the uniqueness of housing requests in different types of settlements, long-term ideas about the change of the settlement structure in the Russian economy play an important role in shaping the priorities of the state regarding ways to solve the housing problem as one of the most important components in the social strategy of the state for the long term. The adoption of the national project "Housing and urban environment" suggests that the solution of the housing problem and the improvement of the urban environment remain among the priorities of the socio-economic policy of the state. However, many parameters of the project need to be specified taking into account the perspective of the settlement structure of the country.
