The article deals with the current socio-economic situation in the Rostov region. The existing competitive advantages of the region are identified and analyzed. Priority sectors of the economy capable of becoming drivers of intensification of economic development are substantiated, they are as follows: tourism, digital, transport and logistics. The authors propose tools for the development of these industries, which includes the following elements: the formation of tax preferences, the provision of state guarantees of the Rostov region on loans and borrowings attracted by economic entities, subsidizing interest payments on bank loans (in respect of economic entities implementing investment projects in priority sectors of the economy of the region) at the expense of the budget of the Rostov region, state co-financing of investment projects related to the development of tourism, digital or transport and logistics infrastructure. Possible positive socio-economic effects arising from the implementation of measures justified by the authors are as follows: increase in the number of jobs, increase in tax revenues to the budgets of municipalities of the Rostov region, the region, the Russian Federation, strengthening the competitiveness of the regional economy, its stability, increasing the investment attractiveness of the regional economy.
