The relevance of the research topic is due to the need to determine the potential of socio-economic development of systems with the subsequent formation of an effective mechanism for managing processes that structurally manifest themselves in both the economic and social spheres. The object of the study is a separate region of the Russian Federation. The aim of the study is to assess the level of socio-economic development of the territory as a system, to identify the "points of inhibition" of development, followed by the formation of the determinants of success. The calculated data made it possible to determine as the initial prerequisites a decrease in the purchasing power of the population of the territory, a decrease in investment and infrastructure potential, a reduction in the production potential of the region, a large share of "unregistered" unemployment against the background of the sufficiency of the resource potential of the territory. Focusing more on the last point, taking into account that modern management thinking is more focused on the use of the potential of the territory, taking the form of mobilization of underutilized resources, increasing the capacity and value of existing resources, attracting new resources to the region, the authors proceed from the position that potential growth is possible through the development of infrastructure that allows to ensure the economic performance of the region. And given the postulate that the territorial organization of society and spatial organization of the economy is a function of the state, the vector of growth of the territory may also include the provision of a favorable environment for the development of the territory in terms of "non-trade positional" goods (landscape or culture, as a basis for tourism and more), including through the use of the emerging cartoon effect; modernization of the regional social system by combining institutions in the field of social services and access to the market of social services of NGOs and commercial organizations.
