The article deals with the assessment of the concentration of innovative development resources. The opinion is expressed that the necessary condition for further innovative development of the subjects of the Federation should be an increase in the concentration of key resources of innovative development, which is manifested in the appearance of agglomeration effect. The study of the agglomeration effect on the basis of the author's modification of the Krugman index. This modification allows to estimate the concentration of human, organizational and production resources. The features of these processes in the dynamics for the period 2013-2017 are revealed, the leading regions and the structure of the final indicators are determined. The conclusion about the discrepancy between the research sector and the sphere of production, which testifies to the unwillingness of the regions to re-industrialization and the lack of the necessary quantitative conditions.
