The aim of the present work is a retrospective analysis of the minimum standards of poverty of the working population in the USSR аnd Russia. An objective idea of the distance separating Russia from the proactive states on a set of needs put in consumer baskets is given. The underlying reasons are determined instead of the puritanical way of life of the majority of Russians, first of all "working poor", the mirror image of which is the so-called consumer basket, the value expression of which plays a dominant role in determining the poverty line in Russia. The necessity of more equitable distribution and redistribution of national income, increase of the comparative share of working Russians in the national product created by them, "expansion of the range" of their consumer basket allowing to eat, be treated, study, have a rest and be reproduced in the expanded scale is proved.
