This article discusses the stages of development of target programs in the Russian Federation, the characteristic of the content of policy documents. The author analyzes the historical aspects of the creation of strategic planning documents, estimated experience writing programs with the use of new technologies. The relevance of the chosen topic is related with the complexity of management activities at all levels of government. The presence of such a circumstance requires a search for new methods of solving problems of local communities and society as a whole. The result of the review the authors writing practices of target programs is to develop practical recommendations for optimization of the process of selection of the key goals of the state.
