The influence of the "figures" in the modern reality is tremendous. Despite the fact that it had appeared much earlier than it was discussed, it has significantly influenced all spheres of life recently. Many areas such as Economics, sports, medicine, and education have received new development. The article aims to consider the socio-economic aspect of the development of higher education, and in particular the human resources of higher education, providing and administrative personnel. In the context of the digital revolution and the accelerated introduction of new technologies in the learning process through the development of new digital competencies in the context of continuous learning "system-forming skills and knowledge are the main value" [1]. It will require a significant increase in the share of costs of additional education and training in universities, the expansion of digital education and an increase in the number of teachers engaged in these activities. It is necessary to significantly increase the possibility of expanding the knowledge of distance learning using educational websites. Insufficient interaction between science and education leads to the lag of educational programs from the realities of reality, as a result, the training of personnel is carried out with minimal knowledge in the humanities and information sciences, which lay the foundation for knowledge for human capital in the field of the global digital revolution, which is a fundamental component of the new digital society.
