With the turbulence of international markets, there are increasing external barriers to agricultural trade. Agro-industrial enterprises of the country are looking for new means to increase the efficiency of their activities, among which innovation is considered. Statistical data showed that the level of innovation activity of agriculture in Russia is a record low 3.8%. When compared with the performance of European countries – a tenfold difference, which indicates the low efficiency of the domestic industry. The key reason for such realities is the level of activity of the state as a stimulating institution. The analysis of the main methods, tools and ways in which the Russian state authorities can stimulate the growth of innovative activity of Russian agricultural enterprises. As a result, this will be a key trigger for improving not only the economic growth of the country, but also the social level of people's life.
