One of the priorities of economic development is to increase the competitiveness of the country's economy on the basis of the development of cluster policy. It is important to create a regulatory framework for the creation of clusters at the level of the Federation, regions and municipalities, the formation of a common policy, the consistency of all measures taken. The article shows the dynamics of the development of innovative clusters starting from the adoption of state decisions at the Federal level, then its development at the regional level and specific implementation within the formed cluster. On the example of the innovation cluster "Pharmacy, biotechnology and biomedicine" of Kaluga region the evolution and development of the cluster is shown, the positive experience is highlighted, the positive dynamics of the industry, of the economy of the region, formed under the influence of the development of the innovation cluster, is dedicated. Further development of cluster policy in Russia is proposed.
