Abstract:

The article reveals the necessity of preparation for one of the fundamental customs documents – the Strategy of the Federal customs service for 2021 and the future. It is proved that the basis of this Strategy should put Russia's transition from dispositive-service-to-service model of management of customs business. It is important to design the discretionary principles of the customs service management.
