This article describes and analyzes the main instruments of governmental housing policy applied across the world. In addition, it proposes a quantitative approach to the measurement of the intensity of governmental regulation of rental housing market. Using the regulaiton intensity indices that characterizes such policy tools as the rent control, protection of tenants from eviction, and the rationing of housing, we show the main trends of state intervention in 81 countries/provinces between 1910 and 2017. Moreover, the article examines in more detail the housing policy in three countries: Germany, USA and Russia.
