The article deals with a specific group of young people aged between 15-24 who do not study, do not work, and do not acquire professional skills. In the English literature, this part of the younger generation is called NEET (Not in Employment, Education or Training). The article identifies the main characteristics, causes and sources of replenishment of this category. As a special reason for the replenishment of this group of young people at the national level the authors highlight and study in detail the factor of disruption of family and social network. The article analyses the main factors of human capital formation in the young generation: education and health. The insufficient reach to children by general secondary education is recognized as one of the basic reasons for the decline in the quality of human capital, which reveals itself already at the initial stage of its formation. From the point of view of the state of health, the article outlines the problems of disability of the younger generation and the issues concerning its mental health. The article studies the issues of the employability of higher and specialized secondary education graduates, including the region-wise evaluation, both from the point of view of the young people’s human capital fulfilment, and from the position of the potential possibility of them falling into the NEET category.
